Key findings

US sanctions policy: Russia and Iran

Indo-Pacific: Taiwan, China, and US military posture

Middle East: Houthis, Saudi Arabia, and regional diplomacy

Europe and energy

The geopolitical week of October 2026 is defined by a US administration that is simultaneously easing sanctions on Russia, ruling out strikes on Iran before the midterm election, and hosting a Chinese leader who wants to play peacemaker while Trump has other ideas for a historic summit. The executive order Trump signed on October 16 implementing the Lindsey Graham Sanctioning Russia and Iran Act of 2026 waived nearly all sanctions, restrictions, and tariffs the act provided for, two days before they took effect. The EU responded with its largest-ever sanctions package targeting Russia, listing 1,569 individuals and entities in the military-industrial complex.

In the Indo-Pacific, the US Marines deployed anti-ship missiles to Yonaguni, 110 kilometers from Taiwan, for the first time during Keen Sword 27 exercises, while China's Liaoning carrier group sailed between Okinawa and Miyako into the Philippine Sea. Beijing has not staged a large exercise around Taiwan this year, but that is calibration, not calm: China is pressing at sea while keeping Taiwan quiet ahead of the APEC leaders' meeting in Shenzhen. The US announced it would not attack Iran before the November 3 midterm elections, and Iran's shadow tanker fleet has run out of oil after a months-long US blockade. Meanwhile, Saudi Arabia, Turkey, and Pakistan agreed to implement their collective defense commitments under the Makkah Alliance for Defense.
