Russian forces hit 28 substations and other energy facilities across 11 oblasts overnight on Oct. 18-19, killing at least four people and wounding at least 55, and cutting power to roughly 550,000 households in 15 regions, one of the heaviest assaults yet on Ukraine's grid, according to the Institute for the Study of War's Oct. 19 assessment. The bombardment landed as Ukraine's president told U.S. senators that interceptor missiles his European allies have already paid for are waiting on one man's signature in Washington. "The missiles are ready, and they could already be in Ukraine," Volodymyr Zelensky said. "But unfortunately, there is still no approval."
Ukrainian Prime Minister Serhiy Koretskyi's tally, told to BBC News Ukraine and reported by NV.ua on Oct. 19, is the number to hold on to: 2,147 strikes on energy facilities since July 16. "Since July 16, when parliament elected me prime minister and approved the new government, there has not been a single day without attacks on energy infrastructure. Not one!"
A winter war, already burning
The Oct. 18-19 barrage followed a daytime Russian drone massing on Oct. 18 of 463 strike and decoy drones, likely intended to thin Ukrainian air defenses ahead of the night attack, ISW assessed. The overnight wave included Iskander-M and S-400 ballistic missiles and 269 strike and decoy drones, 59 of them jet-powered, the Ukrainian Air Force reported. Zelensky said 16 ballistic missiles and more than 200 drones were aimed primarily at Kyiv city and oblast, damaging residential, critical and transportation infrastructure. A park in Nova Vodolaha, Kharkiv Oblast, was hit in daytime strikes on Oct. 19, killing at least six people including two children, Koretskyi said.
Russia is not improvising. Ukraine's intelligence services obtained Russian plans for this winter that specify which facilities Moscow intends to strike, how many targets, and with which weapons, Energy Minister Denys Shmyhal said in September, NV.ua reported; the New York Times reported on Oct. 2 that Ukraine showed European partners intercepted plans for strikes involving up to 1,000 missiles, drones and bombs on substations, hydroelectric and thermal plants and boiler facilities. Koretskyi's warning this week is that Russia has now turned heavily toward Kyiv's water supply, and that "winter hasn't even started yet."
The missiles Kyiv says are already paid for
Zelensky's accusation, made during a virtual meeting with bipartisan U.S. lawmakers on Monday, is specific: "the Pentagon is delaying the delivery of missiles" that European countries have bought for Ukraine, and the shipment awaits Defense Secretary Pete Hegseth's signature, France 24 reported. He said Ukraine receives about 12 Patriot interceptors a month, and that several European countries are ready to transfer interceptors from their own stockpiles but need Washington's approval for American-made weapons.
The Kyiv Independent's own reporting, citing one senior Ukrainian official and two military officials, puts it bluntly: "Hegseth has the contracts for Patriot missiles on his desk. He is not signing off on them." The officials said the delay does not look like ordinary logistics. It compounds a second complaint: President Volodymyr Zelensky said on Oct. 19 that Ukrainian forces keep suffering Starlink and Starshield disruptions on the frontline, with Starshield-enabled drones failing at speeds between 130 and 161 kilometers per hour, and that partners gave advance warning for only the second of two ballistic missile waves overnight on Oct. 18-19, ISW reported, citing Air Force spokesperson Col. Yuriy Ihnat.
What the official story leaves out
A NATO official said deliveries under the allies' PURL procurement program "continue to flow, this includes air defense," and a second NATO official acknowledged individual shipments could face delays but said political motives were unlikely. A U.S. government official called Ukraine's claims "not true," and Secretary of State Marco Rubio called reports of denied intelligence assistance "scandalous." Those assurances are claims by interested parties (and the Pentagon did not respond to the Kyiv Independent's request for comment. The structural problem: the United States is the only party that can publish the signature record, the contract dates and the delivery manifests. It has not. The cost of those gaps is measurable in the dead), six people including two children in a Kharkiv Oblast park on Oct. 19 alone; the paperwork that would refute the claim sits in the same building as the official denying it. Meanwhile, on Oct. 16, President Trump waived every operative Russia section of the Graham Act sanctions two days before they were to take effect, a decision Zelensky said amounted to America "completely disregarding" the pressure law while Moscow's missiles were in the air.
What readers can do
- Ask your two senators and your representative, in writing, to request an unclassified schedule of PURL air-defense deliveries, dates ordered, dates signed, dates shipped. Their answer tells you whether they intend to oversee any of this.
- Support independent Ukrainian reporting directly: the Kyiv Independent’s membership program keeps figures like the 2,147 and the 550,000 households coming out when messaging elsewhere is being managed.
- Write to the State Department press office asking whether the Patriot transfer has been signed, filed questions age into records.
