Diplomacy and battlefield developments

The Ukraine war crossed a diplomatic threshold this week that is as complicated as it is fragile. A ceasefire negotiated by Melania Trump took hold in the Russian-occupied city of Oleshky, where residents have been under constant bombardment and many have run out of food. The truce is supposed to allow humanitarian aid in and civilians out, and in its first 30 hours there were no breaches, according to Ukraine's human rights ombudsman. But the ceasefire covers one city, while across the rest of the country Russia continued its campaign of energy infrastructure strikes, and Ukraine continued its long-range drone campaign against Russian oil refineries and logistics hubs.

The energy truce that Trump requested on October 11 has effectively collapsed. Zelenskyy said Ukraine refrained from attacking Russian energy targets for three days but later resumed attacks, citing Russia's continued attacks on Ukrainian infrastructure. Russian forces have conducted daily strikes against Ukrainian energy facilities since mid-July, totaling 2,147 strikes against energy facilities since July 16. On October 18-19, Russia launched 16 ballistic missiles and over 200 drones primarily against Kyiv, killing at least four and wounding at least 55, and knocking out electricity for over 500,000 households.
